Was the justice system develope to keep the lower class people under control?

The intention of our justice system is to help treat everyone fairly. It is meant to deter people from hurting others and to provide negative consequences for such behavior. The justice system is run by human beings. None of the are perfect, and a few of them are either dumb or downright mean, but most are just doing their best. However poor people tend to not get treated a fairly as well-to-do peopple, because they can't pay for the best lawyers, and have to settle for what the court provedes, which of often either attorneys who aren't good enough to make it on their own, or who are over-burdened with more cases than they can handle.Was the justice system develope to keep the lower class people under control?
The justice system was developed to keep the criminals under control no matter what class they are.
