This country is still a republic, wherein a few (theoretically) qualified people make the decisions for the rest. That's why we still have the freakin' electoral college. The founding fathers did not wish to leave decisions up to to common man.

Yes (speaking for myself and not for the entire USA). All you have to do is to read ';The Prince'; by Machiavelli and you will understand why the wealthy is the ruling class. Machiavelli wrote about what he saw (and he suffered because of it) whereas Locke wrote about what could be (and the Founding Fathers modeled the US Constitution after it). I would say that Machiavelli is proving correct over the ';Great Experiment'; of Democracy that led to the present United States of America.
